Shorty thereafter, the BBC World Service was dealt\u00a0<a title=\"BBC World Service budget cut by 20%\" href=\"http:\/\/swling.com\/blog\/2011\/01\/bbc-world-service-budget-cut-by-20\/\">a 20% budget cut<\/a>\u00a0which eventually lead to the loss of 550 jobs. Now April 2014 is upon us.<\/p>\n<p>The BBC, which is largely funded by a mandatory <a href=\"http:\/\/en.wikipedia.org\/wiki\/Television_licensing_in_the_United_Kingdom\" target=\"_blank\">TV license fee<\/a>, must now share its budget with the World Service. But even after the announcement of this consolidation, the TV license fee was not increased accordingly.<\/p>\n<p>And then there&#8217;s another over-arching question: <em>Will the BBC be a good steward of the World Service?<\/em> BBC World Service boss, Peter Horrocks was recently asked this question by <em><a href=\"http:\/\/www.theguardian.com\/media\/2014\/mar\/30\/bbc-peter-horrocks-world-service-advertising\" target=\"_blank\">The Guardian<\/a><\/em>:<\/p>\n<blockquote><p>&#8220;The switch from government to licence fee funding prompted fears that if the BBC faces further downward pressure on budgets \u2013 surely inevitable \u2013\u00a0<a title=\"\" href=\"http:\/\/www.theguardian.com\/media\/2014\/feb\/19\/bbc-world-service-reduce-shortwave-peter-horrocks\">it will be the World Service that suffers<\/a>\u00a0rather than a domestic channel such as\u00a0<a title=\"More from the Guardian on BBC2\" href=\"http:\/\/www.theguardian.com\/media\/bbc2\">BBC2<\/a>. &#8220;Of course there may be people who make those arguments,&#8221; concedes Horrocks. But he argues that licence fee payers directly benefit from the World Service&#8217;s role as an ambassador for the UK and from its journalists who increasingly contribute to the BBC&#8217;s domestic output. Plus, it has nearly 2 million listeners in the UK every week (including its overnight broadcasts on Radio 4).&#8221;<\/p><\/blockquote>\n<p>Horrocks is being optimistic. After all, while not on the scale of the BBC, the <a title=\"Oh, Canada: Radio Canada International to end shortwave broadcasts, Sackville to be closed\" href=\"http:\/\/swling.com\/blog\/2012\/04\/radio-canada-international-to-end-shortwave-broadcasts-sackville-to-be-closed\/\" target=\"_blank\">death of Radio Canada International<\/a> had much to do with the fact that the domestic news arm, the CBC, found RCI an easy cut. When the CBC was dealt a 20% overall budget cut, it cut RCI&#8217;s budget by 80%, effectively firing Canada&#8217;s radio &#8220;ambassador.&#8221;<\/p>\n<p>Moving forward, the BBC World Service is dipping its feet <a title=\"Richard voices his opinion about BBC World Service commercialization\" href=\"http:\/\/swling.com\/blog\/2014\/02\/richard-voices-his-opinion-about-bbc-world-service-commercialization\/\" target=\"_blank\">into commercialization<\/a> to prop up their relatively meager budget and to lighten the load on the TV license payee.
