What do you mean “he”? A portion of the transcript was posted by the BBC reader in her twitter posting.
How does he receive the transcript? Has he got it via email?
They do have a portion of it on iPlayer, but it did start late due to Test Cricket coverage, so it cut off right after “Tropical Storm Ernesto”.
