She may be referring to VHF like what happened after the Puerto Rico storm in September, complete VHF blackout. But that was a MAJOR X-class CME that fortunately blasted away from earth but still resulted in radio problems.
Great stuff, the REAL weather for radio people. Although…I am not certain what her thinking is when she throws emergency responders in with radio amateurs as beneficiaries of an elevated solar flux. As far as I know, there isn’t too much emergency response activity on HF these days.
