Review of Australian Broadcasting Services in the Asia Pacific – Terms of Reference

The Government is undertaking a review of Australian media services in the Asia Pacific, including the role of shortwave radio. The review is being conducted jointly by the Department of Communications and the Arts and the Department of Foreign Affairs and Trade.

Purpose

The objective of the review is to assess the reach of Australia’s media in the Asia Pacific region, including examining whether shortwave radio technology should be used.

Scope

The review will analyse the:

  • coverage and access of existing Australian media services in the Asia Pacific region; and
  • use and value of Australian shortwave technology in the Asia Pacific region.The review will cover:
  • all media distribution platforms (i.e. television, radio and online);
  • commercial, community and publicly funded services; and
  • different types of technologies such as analogue, digital and satellite radio and television services and online services.

Have your say

Interested stakeholders in Australia and overseas are encouraged to contribute to this review. Submissions on any aspect of the review should be uploaded to the review website by 3 August 2018.

Timeframe

The review is expected to report to the Government in 2018.

Background

In September 2017 the Government agreed to conduct a review of Asia Pacific Broadcasting Services as follows:

“The Department of Communications and the Arts and the Department of Foreign Affairs and Trade will conduct a review into the reach of Australian broadcasting services in the Asia Pacific region, including examining whether shortwave radio technology should be used. The review will include public consultation and the report of the review will be made public.”

June 04, 2018 09:00 AEST to August 03, 2018 17:00 AEST

The Australian Broadcasting Corporation ceased shortwave broadcasting in the Asia-Pacific region in January 2017 ahead of a transition to FM transmission.

The review is assessing the reach of Australia’s media in the Asia-Pacific region, including examining whether shortwave radio technology should be used.

All media distribution platforms – television, radio and online – are being examined including commercial, community and publicly funded services.

The review is also looking at different types of technologies such as analogue, digital and satellite radio and television services and online services.

“Why Australia must restore shortwave radio to the Pacific”

On our Australian doorstep is an amazing place, Papua New Guinea. Seven of us were there for the month of August, exploring a remote region of islands and atolls in the Massim district of Milne Bay Province by boat, visiting places most people would not think of seeing.

[…]As Australians we were warmly received everywhere. Australia was the PNG administrator for decades and has left many good things in place. The Australian influence was there in diverse ways, including an inspired wooden Hills Hoist and outdoor bench setting at Boagis village, way out at the extreme end of PNG territory.

[…]But there was a worrying side that we shared. We visited many remote islands where basic services are deplorable, particularly their health services. At one sub-provincial health centre in Guasopa village [Woodlark Island], they had nothing but Panadol. We shared our first aid resources and knowledge, and treated those we could with spare drugs we had brought from Australia. There are so many issues facing PNG that we despaired at its future prospects.

Australia is the lucky country, but right now New Guinea is not. We were most surprised and quite angry to learn that Radio Australia no longer transmits to the region, or even the wider Pacific. One small service that Australia could offer is the return of shortwave radio.

The island of Panaeati, south of Misima, is typical of many we visited. It has a population of 2,080 people, many well educated, and fluent in English. The missions and the former Australian administration are responsible for this. Our contacts there expressed great disappointment at the loss of Radio Australia services in January 2017. So much so, that they discussed the prospect of raising a petition at local government level to the Australian government.[…]

ABC scolded for cutting shortwave service

The ABC has been slammed by all sides of politics over its “foolish” decision to cut the transmission of shortwave radio to remote Australia and the Pacific Islands.

The Senate debated a private bill on Thursday by crossbench senator Nick Xenophon to force the ABC to restore transmission after it was cut earlier this year.

“It seems a terrible decision that’s been made by the ABC board,” Senator Xenophon told parliament, accusing the public broadcaster of ignoring the bush and Australia’s neighbours.
The ABC insists listeners can still tune in via FM and AM frequencies, the viewer access satellite television (VAST) service and online.

But senators say the ABC fails to understand those alternative methods are not available to everyone in the bush and the information people are missing out on can be life threatening, such as weather warnings.

Senator Xenophon said the ABC had miscalculated how many people relied on the service.
“There are some question marks over the methodology used by the ABC in relation to this.”

Senate rejects bill to restore Australia’s shortwave services

Bill to restore shortwave rejected by Senate Committee

A Senate Committee inquiring into the possibility of restoring ABC Shortwave services has rejected proposed legislation to restore the international radio service.

Several members of the committee presented dissenting reports.

The ABC ended its shortwave transmission service in the Northern Territory and to international audiences from 31 January 2017, in line with the national broadcaster’s commitment to dispense with outdated technology and to expand its digital content offerings.

On 16 February 2017, the Senate referred the Australian Broadcasting Corporation Amendment (Restoring Shortwave Radio) Bill 2017 to the Senate Environment and Communications Legislation Committee for inquiry and report in May but an extension of time to report was granted, until yesterday, 9 August.

4KZ Update: broadcasts will commence after transmitter repairs

Hi Jerome

5055 is not on the air yet.

The transmitter failed and requires some inexpensive parts which are not available in Australia. They should be here any day from the US.

We hope to be able to commence in the near future.[…]

Senate Hearing: ABC & HF broadcasting

First thing I tuned to with my Elecraft KX2 in August 2016 was Radio Australia on 9,580 kHz. Radio Australia is no longer on shortwave.

I was tickled by Sen. Xenophon’s retort, “What, they don’t have ears?!” to ABCs assertion that letters of support (for HF b’casting) from the hobbyist fraternity were irrelevant. Sen. Xenophon could have added, “What, they don’t vote, pay taxes or are entitled to have a view of ABC?!”

Future of ABC Shortwave Service: Nigel Participates in Senate Committee Hearing

Many thanks to SWLing Post contributor, Nigel Holmes–formerly of Radio Australia–for the following update regarding Nick Xenophon’s bill to resume ABC shortwave services:

Last Friday I travelled to Canberra and fronted the Senate Committee hearing testimony on the matter of HF broadcasting & Senator Xenophon’s Bill to compel ABC to resume HF domestically & for RA. I was grilled like a breakfast kipper. It went well.

Another witness was Graeme Dobell, a legendary radio & print journalist who has travelled & worked all over the Pacific region. Graeme has written some good articles on the current subject. See here:
