BBC Monitoring: “spotting fake news” since WWII

BBC Monitoring is a specialist part of BBC News, part of the World Service group. We have experienced journalists and linguists who follow and track international media in foreign languages, in over 150 countries and about 100 languages.

We monitor that information, we report and analyse it, and we work on a subscription website basis. All our content is available to the BBC and to the UK Government and we also have commercial customers.

The service has been through a lot of changes in the last couple of years, and was delivered a savings target which we had to incorporate. We’ve changed the structure of the personnel and the organisation, we’ve changed the delivery platform, updated the technology, and we have new products, new customers and users.

We’ve moved from Caversham House, in Berkshire, which was an absolutely beautiful place to work, but it was expensive to run, and we were at a distance from a lot of our users in the BBC but also in the UK Government. Coming into Broadcasting House gives just that extra sense of being part of News.

[…]BBC Monitoring was set up to counter propaganda from Nazi Germany in the war, explaining propaganda and spotting messaging in media. Verification – and then the reporting of stories where fake news is part of the media, is still part of what we do.

I’m pleased that the World Service is pulling together all its coverage of fake news. Monitoring is a central part of that, and we’re also developing a small team that is solely going to be dedicated to disinformation and the manipulation of messaging in the media in certain parts of the world.

We already work with all parts of News, for example our Iran team work very closely with the Persian service. During the Iranian elections last year some of our team were embedded with the Persian service to help them with their coverage.

We’re constantly following the media in over 150 countries, so when you’re talking about a big, complex, international story we’re able to broaden the lens and say ‘Well, here’s the view from this part of the world’, and ‘Here’s what this other country is saying.’[…]

Australian Gov’t reviewing media services (including loss of shortwave) in the Asia-Pacific

Review of Australian Broadcasting Services in the Asia Pacific – Terms of Reference

The Government is undertaking a review of Australian media services in the Asia Pacific, including the role of shortwave radio. The review is being conducted jointly by the Department of Communications and the Arts and the Department of Foreign Affairs and Trade.

Purpose

The objective of the review is to assess the reach of Australia’s media in the Asia Pacific region, including examining whether shortwave radio technology should be used.

Scope

The review will analyse the:

  • coverage and access of existing Australian media services in the Asia Pacific region; and
  • use and value of Australian shortwave technology in the Asia Pacific region.The review will cover:
  • all media distribution platforms (i.e. television, radio and online);
  • commercial, community and publicly funded services; and
  • different types of technologies such as analogue, digital and satellite radio and television services and online services.

Have your say

Interested stakeholders in Australia and overseas are encouraged to contribute to this review. Submissions on any aspect of the review should be uploaded to the review website by 3 August 2018.

Timeframe

The review is expected to report to the Government in 2018.

Background

In September 2017 the Government agreed to conduct a review of Asia Pacific Broadcasting Services as follows:

“The Department of Communications and the Arts and the Department of Foreign Affairs and Trade will conduct a review into the reach of Australian broadcasting services in the Asia Pacific region, including examining whether shortwave radio technology should be used. The review will include public consultation and the report of the review will be made public.”

June 04, 2018 09:00 AEST to August 03, 2018 17:00 AEST

The Australian Broadcasting Corporation ceased shortwave broadcasting in the Asia-Pacific region in January 2017 ahead of a transition to FM transmission.

The review is assessing the reach of Australia’s media in the Asia-Pacific region, including examining whether shortwave radio technology should be used.

All media distribution platforms – television, radio and online – are being examined including commercial, community and publicly funded services.

The review is also looking at different types of technologies such as analogue, digital and satellite radio and television services and online services.

Michael Pack is a Senior Fellow of the Claremont Institute, formerly serving as president from 2015 to 2017. Pack founded Manifold Productions, an independent film and television production company, in 1977.

Mr. Pack has written, directed, and produced numerous award-winning, nationally broadcast documentaries, principally for PBS, as well as corporate and educational films. His major credits include: Rickover: The Birth of Nuclear Power, narrated by Joan Allen (2014); Rediscovering Alexander Hamilton hosted by Richard Brookhiser (2011); God and the Inner City, narrated by Phylicia Rashad (2003); Rediscovering George Washington, hosted by Richard Brookhiser (2002); The Fall of Newt Gingrich, narrated by Blair Brown (2000);The Rodney King Incident: Race and Justice in America, narrated by Robert Prosky (1998); Inside the Republican Revolution: The First Hundred Days, hosted by Don Lambro (1995); Hollywood vs. Religion, hosted by Michael Medved (1995); Campus Culture Wars: Five Stories about Political Correctness, narrated by Lindsay Crouse (1993); and Hollywood’s Favorite Heavy: Businessmen on Prime Time TV, hosted by Eli Wallach (1987).

From 2003-2006, Mr. Pack served as senior vice president for television programming at the Corporation for Public Broadcasting, where he restructured the programming department and launched several new initiatives. These included: America at a Crossroads (a series of 20 documentary films addressing issues facing America in the wake of the attacks of 9/11) and the American History and Civics Initiative (innovative, new media designed to address the crisis of historical amnesia in middle and high school students).

In 2002, President Bush nominated and the Senate confirmed Mr. Pack to serve on the National Council on the Humanities, which oversees the National Endowment for the Humanities. He served from July 2002 to February 2005.

In 1993, Mr. Pack served as co-chair of the International TV Council at the Corporation for Public Broadcasting. In this capacity, he oversaw the Council’s efforts to determine the feasibility of launching a cooperative program between American public television producers and stations and their counterparts in Eastern Europe and the former Soviet Union.

Previously, Mr. Pack received a political appointment as director of WORLDNET, the U.S. Information Agency’s global satellite network. WORLDNET produced, acquired, and distributed programs to over 127 countries and over 200 cities on all continents twenty-four hours a day. WORLDNET, now called VOA-TV, has merged with the Voice of America.

Mr. Pack attended Yale College, the University of California at Berkeley, and studied film at New York University.

For 75 years the BBC ran a monitoring service based in an English stately home. Its job was to listen to foreign broadcasts from all around the world. But in 2018 the BBC decided the building was no longer needed. David Sillito spoke to veterans of the monitoring service before Caversham closed its doors.

95th anniversary of Czech radio’s first broadcasts

Listening Sessions at a Prague Cinema: Czech Radio’s First Broadcasts Recalled, 95 Years Later

A historic moment occurred at 20:15 on Saturday May 18, 1923 when the first ever broadcast by Czechoslovak Radio was made from a tent at a military air base in Prague’s Kbely district.

After the United Kingdom, Czechoslovakia was the second country in Europe to launch regular radio broadcasting.

Zuzana Foglarová is communications manager at today’s Czech Radio. Speaking at a new exhibition of radio technology at the station, she describes the scene in May 1923.

“Above all it was very simple. There was one tent, which had been borrowed from the scouts. On the floor in the tent was a piano and stool. There was also a table for the presenter, technicians and so on. There was only one microphone, and the story goes that if somebody was playing the piano and somebody else was singing, the latter had to sit under the piano so the microphone could pick up all the sounds.”

Many of the first listeners 95 years ago were waiting to hear the signal come through at a cinema just off Prague’s Wenceslas Square.[…]

Past and Present: A Gallery of Czech´s Radio Buildings

Czech Radio is celebrating its 95th anniversary this year. The Czech national radio broadcaster has come a long way since its pioneering days. Today it is the biggest radio broadcaster in the country with 9 channels, manned not only by its Prague staff but 14 regional branches providing news and reports from around the country. The station’s buildings are also an important part of its history. On the occasion of Czech Radio’s 95th anniversary we have prepared a photo gallery of its buildings, some of them valuable architectural landmarks.

BBC is “keen to exploit DRM” but manufacturers must develop a multi-standard receiver chip

LONDON — The BBC World Service, available on radio, TV and online, is part of one of the largest news organization in the world, the BBC.

The weekly reach of the World Service on all platforms accounted for 269 million (up from 246 million in 2015–16).

[…]Large numbers of the BBC’s audience still need international radio broadcasts.

[…]Right from its late ’90s inception, the development of Digital Radio Mondiale was fully supported and enhanced by the BBC World Service. DRM was seen as an efficient replacement for the analog AM transmissions. When we consider scarcity of spectrum for new uses and appreciate the characteristics of the radio broadcast bands, we recognize the tremendous properties these continue to offer broadcasters to deliver programs over sometimes very large distances and areas or in difficult terrain.

[…]The BBC is keen to exploit DRM in order to deliver, to key markets, BBC content free of gatekeepers in a form that can be accessed easily.

For that to be possible, the multi-standard receiver chip is required, and manufacturers must appreciate and act on this global market potential.

Deutsche Welle’s 65th anniversary

Deutsche Welle marks 65th anniversary

For six-and-a-half decades, Germany’s international public broadcaster has been providing the world with news and information. Deutsche Welle’s offerings are more diverse and widely used than ever before.

“Dear listeners in faraway countries” — with these words from German President Theodor Heuss, Deutsche Welle (DW) began broadcasting on May 3, 1953. Germany’s foreign public radio station was charged with providing audiences abroad with a political, economic, and cultural picture of the country.

DW broadcast via shortwave and initially only in German. The first foreign languages were added in 1954. In 1992, DW expanded into television and, shortly thereafter, the internet.

“Of course the days of just shortwave were easier,” says Deutsche Welle Director General Peter Limbourg. “But thanks to the internet, social media, and our network of partners, we now have the chance to reach significantly more people than we used to. We offer a mix of news, background, and think pieces, presented in a modern fashion and oriented around the interests of our diverse and often very young target audiences.”

Limbourg has been DW’s director general for the past four and a half years.[…]
