The Ham Radio Parity Act passes U.S. House of Representatives

This week the U.S. House of Representatives unanimously passed “The Ham Radio Parity Act” — a huge victory for grass-roots advocates of amateur radio. Slashdot readerbobbied reports:

This will allow for the reasonable accommodation of amateur radio antennas in many places where they are currently prohibited by homeowner associations or private land use restrictions… If this bill passes the Senate, we will be one step closer to allowing amateur radio operators, who provide emergency communications services, the right to erect reasonable antenna structures in places where they cannot do so now.

The national ham radio association is now urging supporters to contact their Senators through a special web page. “This is not just a feel-good bill,” said representative Joe Courtney, remembering how Hurricane Sandy brought down the power grid, and “we saw all the advanced communications we take for granted…completely fall by the wayside.”

Earlier this week, I used the ARRL application mentioned to contact my senators regarding this bill–it took perhaps two minutes to complete. I had also previously contacted our representative regarding the bill.

HAARP facility to re-open in 2017

Let the conspiracy theories resume! Alaska’s High-Frequency Active Auroral Research Program (HAARP) facility will reopen in 2017. The sprawling facility now is under the ownership of the University of Alaska Fairbanks (UAF), and the UAF Geophysical Institute is preparing HAARP for a new sponsored research campaign that’s set to begin early next year, UAF Researcher Chris Fallen, KL3WX, told ARRL.

“This involves, for example, reinstalling the vacuum tubes in each of the 10 kW amplifiers — eventually 360 in total — that were removed by the US Air Force [the facility’s former owner] for warm storage in the main facility,” Fallen said. He later clarified that’s just one-half of the 720 tubes required to equip all of HAARP’s transmitters. “For the first campaign we will only be bringing half of the array online, as we will only have half the tubes installed,” he explained. “It’s a long process and we have limited resources.” He noted that the transmitter shelters have been unheated since the previous campaign in the summer of 2014. “The five generators — approximately 3 MW each — have recently been tested individually and are verified operational.”

[The] ARRL did not have the final language for the substitute amendment until late last week, and the amended bill has not been introduced in the House as of yet. ARRL planned no announcement about the text of the amended House bill until it was introduced. However, because the text became available from the House Office of Legislative Counsel, and as CAI released the text to its members, it was decided to release the amended text now.

“The bottom line,” Imlay said, “is that if the bill is enacted, it would allow every amateur living in a deed-restricted community — for the first time in the history of Amateur Radio in the U.S. — the ability to install an effective outdoor antenna.”

“That would benefit thousands of current and future hams living in deed-restricted communities,” Lisenco added.

Thank you for the tip, Marty! Though I have never lived in a deed-restricted community, I imagine this will be welcome news to those amateur radio operators and radio enthusiasts who do.

The Society of Broadcast Engineers urges FCC to Improve Mediumwave RFI

The Society of Broadcast Engineers (SBE) has told the FCC that the regulatory agency needs to take another tack in its efforts to tackle AM revitalization. If the FCC takes the SBE’s advice, the result could be less noise in the MF and HF Amateur Radio bands. In comments the SBE filed in response to an FCC Further Notice of Proposed Rulemaking and Notice of Inquiry (MB 13-249) proposing ways to enhance the viability of the AM broadcast service, the SBE said the Commission must “commit to a regulatory plan which, over time, will reduce the levels of man-made noise in the MF bands, and more broadly in the bands below 30 MHz.” In comments it filed earlier in the proceeding, the SBE pointed out that “AM radio in particular is susceptible to interference from electronic devices of all types,” and that ambient noise on the AM band is only bound to get worse with further proliferation of noise-generating electronic devices, including certain lighting devices regulated under FCC Part 15 and Part 18 rules.[…]

ARS Technica: People turn to ham radio in aftermath of Nepal earthquake

“On Saturday, Nepal was shaken by a massive earthquake that registered a 7.8 on the Richter scale, causing widespread destruction in areas of dense population, and preventing aid workers from reaching more isolated villages in the mountainous regions. As of Tuesday, at least 5,000 people were dead and at least 10,000 were injured. Hundreds of thousands of people have been left homeless.

With any natural disaster, communication can often become a matter of life and death, and if phone lines are broken and cell towers crumble, relaying messages to the outside world and coordinating rescue efforts becomes that much more difficult. Add to that the fact that Nepal’s government is woefully unprepared to handle such a humanitarian crisis, and chaos reigns.

Still, some volunteers are trying to impose order on the chaos. After the quake, which shook cities in India as well as Nepal, volunteer ham radio operators from India traveled to the region to relay messages from areas whose communications infrastructure is broken or overloaded. Ham radio, also called amateur radio, is a means of sending and receiving messages over a specific radio frequency, and it is often used in disaster situations because it operates well off the grid; transceivers can be powered by generators and set up just about anywhere.

Amateur radio has taken a back seat with hobbyists in recent decades as other means of wireless communication have become cheaper and easier for people to use (you don’t need a special license from the FCC to operate a cell phone, although sometimes it seems like we’d be better for it if that were the rule). The decline in participation rates is unlikely to change substantially in the US, and the Times of India noted that awareness about ham radio is still low in India and nearby areas. Still, it has proven to be effective as a means of communication in Nepal in recent days.”

Transceivers like the Elecraft KX3 (above) are perfect for aid workers in need of communications in the aftermath of a natural disaster. Many modern transceivers (like the Kx3) can run for hours at a time off of battery packs, can be deployed almost anywhere and can easily be attached to amplifiers if needed.

It may take a license to operate amateur radio, but frankly it’s a fairly low barrier of entry. Morse Code tests are no longer required here in the US and all of the questions and answers are multiple choice and in the public domain.  Indeed, I found the Technician (and former Novice) license test to be incredibly educational; especially with regard to radio propagation and basic electronic principles.

Everyone should support their amateur radio clubs who actively hone their emergency communication skills. As the ARRL often quotes: “When all else fails…amateur radio.” Even if you don’t have a license, amateur radio clubs welcome visitors. You can find a fairly comprehensive list of amateur radio clubs (in the US) via the ARRL.

Geomagnetic storms in weekend forecast

Heads up! Geomagnetic storms may make it a challenge to hear the test broadcast of Hamburger Lokalradio this weekend or any shortwave broadcaster for that matter.

Spaceweather.com reports a strong geomagnetic storm is in progress as Earth passes through a region of south-pointing magnetism in the solar wind. The storm has generated auroral displays as far south as Kansas in the US. The NOAA Space Weather Prediction Center indicates the storm is a G3 level event. WWV announced at 0900 UTC, “Geomagnetic storms reaching the G3 level are likely” over the next 24 hours. NOAA says that in a G3 level storm, HF radio may be intermittent. Calculated band conditions reported on the DX Summit site indicate “poor” conditions on 80 through 10 meters. WWV reported the estimated planetary K index at 0900 UTC was 5 (the 0600 UTC figure was 7). […] A coronal mass ejection (CME) is expected to deliver a glancing blow to Earth’s magnetic field late on June 30 or early on July 1.
