The IEEE Spectrum reports on the Slow Scan Television (SSTV) transmissions made from Alaska’s HAARP facility by radio amateur Chris Fallen KL3WX

In late September, Christopher Fallen and technicians at the High Frequency Active Auroral Research Program (HAARP) near Gakona, Alaska, switched on a giant array of 180 antennas. They were hoping to produce radio-induced airglow, also known as artificial aurora, as a way to better understand the mechanics of natural aurora.

He embedded images into the powerful radio wave that HAARP uses to heat a patch of the ionosphere, and alerted amateur radio enthusiasts through Twitter. As the experiment ran, his feed began to light up with tweets from listeners who were sending the images back to him.

Fallen, an assistant professor at the University of Alaska Fairbanks’ Geophysical Institute, had transmitted two UAF logos, a cat photo, and a QR code granting the recipient 0.001 Bitcoin.

Messages returned from Pueblo, Colo., and Victoria, British Columbia. Given that HAARP’s antennas point directly up at the sky instead of out toward the horizon, Fallen was pleased with the results. “As powerful as HAARP is, it’s just a big radio,” he says.

It’s actually a giant phased array radio transmitter capable of sending 3.6 megawatts of energy into the ionosphere.

FCC opens 630/220 meters October 16, pre-registration required

CQ MF/LF Editor John Langridge, KB5NJD/WG2XIQ, reports that the FCC has authorized amateur radio use of the 630 and 2200-meter bands, effective October 16, 2017, providing registration procedures have been followed and no objections are received within 30 days.

The PLC (Power Line Communications) database is live and hams may begin registering immediately. They may begin operating on 472 kHz (630 meters) and 137 kHz (2200 meters) as early as October 16 if they register today and receive no objection in the next 30 days. Hams may not operate on the bands without going through this process.

John is asking all amateurs to register, even if they don’t plan to use these bands in the near future, as the FCC rules prohibit UTC (the Utilities Technology Council) from deploying PLC in these bands closer than 1 kilometer from registered stations. Registration now will protect your ability to use our new MF/LF bands in the future.

These girls do an amazing job with the video–bravo!

I love this setup. While I typically pack very lightly for portable radio work, building a system like this makes for very quick deployment when you require a full 100 watt system with multiple radios and multiple accessories. Radio clubs could easily put systems like this together for events like Field Day or Emergency Comms. It’s grab-and-go at its best!

Of course, a field DXpedition/SWLing station could also be easily built into this portable system. In fact, I bet an SDR with computer, keyboard, and monitor could be mounted and accommodated in this space.

Radio Caroline to broadcast on 648 kHz mediumwave

We can now announce that our AM frequency will be 648 kHz with a power of 1000 watts. This is ERP or simply the power radiated by the aerial.

A transmitter was imported from the Continent a few days ago and is now being modified to suit the frequency. There are further hurdles, but as you can see progress is being made.

It’s taken Radio Caroline 53 years to get an AM licence and it was perceived as a threat to the BBC for many years.

Ironically 648 kHz was best known for transmitting the BBC World Service in English around the clock on 648 kHz from September 1982 until March 2011 from the Orfordness transmitting station on the Suffolk coast.

FCC to legalize CB DXing and boost FRS power

FCC to modernize Part 95 Regs – GMRS, FRS, CB

The FCC is to legalize 27 MHz CB DXing and boost power of license exempt UHF FM Family Radio Service (equivalent of UK PMR 446)

Under its new Chair Ajit Pai, the FCC is seeking to modernize radio regulations and is scrapping pointless rules like the 250 km (155.3 mile) restriction on Citizen Band Radio contacts.

As yet there is no word on the FCC taking action on the archaic Part 97 amateur radio regulations. Over 40 years ago the FCC considered these regulations were in need of a major overhaul and in 1976 introduced the “Regulation by Bandwidth” Docket 20777. The FCC eventually abandoned the modernization attempt after a a long campaign against it waged by the ARRL.

There was a desire by some radio amateurs in the late 1970’s to restrict the bandwidth of digital data transmissions but any form of “Regulation by Bandwidth” was considered anathema. This resulted in the introduction in 1980 of a Symbol Rate restriction on digital transmissions (avoiding the dreaded words “Bandwidth Restriction”). This has crippled amateur radio data communications ever since, preventing amateurs using modern modes.

It may well be that before too long the FCC will make another attempt at reforming Part 97.

Regarding the Part 95 changes the ARRL says:

In a lengthy Report and Order (R&O) in a proceeding (WT Docket No. 10-119) dating back 7 years, the FCC has announced rule changes affecting the General Mobile Radio Service (GMRS), the Family Radio Service (FRS), the Citizens Band Radio Service (CBRS or “CB”), as well as other applications that fall under the FCC’s Part 95 Personal Radio Services (PRS) rules and regulations. Part 95 devices typically are low-power units that communicate over shared spectrum and, with some exceptions, do not require an individual user license from the FCC. As the R&O explains, common examples of PRS devices include “walkie-talkies;” radio-control cars, boats, and planes; hearing assistance devices; CB radios; medical implant devices; and Personal Locator Beacons.

“This draft Report and Order completes a thorough review of the PRS rules in order to modernize them, remove outdated requirements, and reorganize them to make it easier to find information,” the FCC said in a summary attached to the R&O. “As a result of this effort, the rules will become consistent, clear, and concise.”

GMRS and FRS devices are used for personal communication over several miles; compact FRS handhelds, often sold in pairs, are widely available. While GMRS and FRS share spectrum, GMRS provides for greater communications range and requires an FCC license; FRS does not.

“The rules will increase the number of communications channels for both GMRS and FRS, expand digital capabilities to GMRS (currently allowed for FRS), and increase the power/range for certain FRS channels to meet consumer demands for longer range communications (while maintaining higher power capabilities for licensed GMRS),” the FCC explained.

The amended rules eventually will eliminate combination FRS/GMRS radios for the most part, but allow up to 2 W PEP output for FRS transceivers.

The irony here is that CB DXing (regardless of power) has been in wide practice since the begging of the Citizen’s Band service! I suppose I never realized (at legal power) DXing was illegal. 🙂

The new Cross Country Wireless HF Preselector

Cross Country Wireless release HF Preselector

Cross Country Wireless have released a HF Preselector.

It is a passive high Q design that does not use an amplifier or external power.

It tunes from 0.5 to 52 MHz.

It is ideal for use with simple SDR receivers like the RTF-SDR dongle with upconverter or SDRPlay. It can also be used with the new receiver socket modification on the IC-7300.

VOA Museum celebrates VOA 75th anniversary

National VOA Museum to celebrate 75th anniversary of Voice of America

There’s an important birthday celebration in West Chester this year: the 75th anniversary of the Voice of America.

“We’re planning a series of events and exhibits this year to celebrate the VOA’s commitment across America and the world to embrace best practices in telling the truth in order to let the world decide,” said Jack Dominic, museum executive director.

The VOA was formed in 1942 as a way to counteract Nazi propaganda in Germany and provide war news to American troops and Allies overseas.

“WLWO, a division of WLW, was transmitting news via shortwave radio overseas long before 1942,” said Dominic. “In fact, broadcasters from WLWO provided the nucleus of the early VOA broadcasting team. Cincinnati’s shortwave technology and its broadcasters truly helped the U.S. win the war.”

The reentrant rhombic antennas at the VOA-Bethany station in West Chester were so powerful that they became quickly known as the “siege guns of radio” for their capacity to reach the far corners of Nazi-occupied countries with little audible distortion. A frustrated Adolph Hitler was known to call the VOA “those Cincinnati liars.”

The VOA-Bethany station transmitted VOA news to Europe during WW II and South America during the Cold War through its innovative shortwave rhombic antenna network developed by the Crosley Corporation. The Bethany station was decommissioned by the federal government in 1994, after shortwave radio technology was supplanted by television and satellite technology.

“The men and women who made up the VOA broadcasting system were our journalistic beacons of light during the 20th century,” said Ken Rieser, president of the VOA museum board.

“Elmer Davis, John Houseman, Edward R. Murrow and Robert Bauer all had positions of leadership within the VOA.

“We hope that the VOA enjoys many more years of embracing the highest of journalistic standards in its reporting so it inspires people in war-torn and oppressed countries to hope, dream and work toward democracy.”

The Voice of America, based in Washington, D.C., is the world’s largest international broadcaster, providing balanced and comprehensive news and information in 47 languages to 236 million people each week, according to the VOA website. It continues to reach people in countries lacking a fee press today and its languages include: Russian; Ukrainian; Azerbaijani; Serbian; Armenian; Thai; and Somali.

The National VOA Museum of Broadcasting is located in the art deco Bethany station building and houses three collections: Gray History of Wireless radios; VOA-Bethany station’s Voice of America control room; and the Media Heritage Cincinnati Museum of Broadcast History. The West Chester Amateur Radio Assn. operates station WC8VOA from the museum building.

The VOA museum now offers an annual $50 membership that provides free admission for the member, an adult guest, and up to three children under 12. Members also receive updates and advance information about new exhibits and programs.

For $250, members receive the benefits above, as well as a 50 percent discount on any and all lectures, programs or visiting exhibit tickets.

The National VOA Museum of Broadcasting is open the third Saturday of each month from 1 to 4 p.m. Admission is $5 for adults and $1 for children. The museum is located at 8070 Tylersville Road in West Chester.
