A Universal HamRadio Remote HTML5 interface

ARRL Urges Members to “Strongly” Oppose FCC Application Fees Proposal

ARRL Urges Members to Join in Strongly Opposing FCC’s Application Fees Proposal

ARRL will file comments in firm opposition to an FCC proposal to impose a $50 fee on amateur radio license and application fees. With the November 16 comment deadline fast approaching, ARRL urges members to add their voices to ARRL’s by filing opposition comments of their own. The FCC Notice of Proposed Rulemaking (NPRM) MD Docket 20-270 appeared in the October 15 edition of The Federal Register and sets deadlines of November 16 to comment and November 30 to post reply comments, which are comments on comments already filed. ARRL has prepared a Guide to Filing Comments with the FCC which includes tips for preparing comments and step-by-step filing instructions. File comments on MD Docket 20-270 using the FCC’s Electronic Comment Filing System (ECFS).

Under the proposal, amateur radio licensees would pay a $50 fee for each amateur radio application for new licenses, license renewals, upgrades to existing licenses, and vanity call sign requests. The FCC also has proposed a $50 fee to obtain a printed copy of a license. Excluded are applications for administrative updates, such as changes of address, and annual regulatory fees. Amateur Service licensees have been exempt from application fees for several years.

The FCC proposal is contained in a Notice of Proposed Rulemaking (NPRM) in MD Docket 20-270, which was adopted to implement portions of the “Repack Airwaves Yielding Better Access for Users of Modern Services Act” of 2018 — the so-called “Ray Baum’s Act.” The Act requires that the FCC switch from a Congressionally-mandated fee structure to a cost-based system of assessment. In its NPRM, the FCC proposed application fees for a broad range of services that use the FCC’s Universal Licensing System (ULS), including the Amateur Radio Service. The 2018 statute excludes the Amateur Service from annual regulatory fees, but not from application fees. The FCC proposal affects all FCC services and does not single out amateur radio.

ARRL is encouraging members to file comments that stress amateur radio’s contributions to the country and communities. ARRL’s Guide to Filing Comments includes “talking points” that may be helpful in preparing comments. These stress amateur radio’s role in volunteering communication support during disasters and emergencies, and inspiring students to pursue education and careers in engineering, radio technology, and communications.

As the FCC explained in its NPRM, Congress, through the Ray Baum’s Act, is compelling regulatory agencies such as the FCC to recover from applicants the costs involved in filing and handling applications.

In its NPRM the FCC encouraged licensees to update their own information online without charge. Many, if not most, Amateur Service applications may be handled via the largely automated Universal License Service (ULS). The Ray Baum’s Act does not exempt filing fees in the Amateur Radio Service, and the FCC stopped assessing fees for vanity call signs several years ago.

Elecraft KX1: Back with my portable radio companion

A few weeks ago, I published a post about radios I’ve regretted selling or giving away.

Number one on that list was the Elecraft KX1.

Within a couple hours of posting that article, I had already purchased a KX1 I found on the QTH.com classifieds. It was, by any definition, an impulse purchase.

The seller, who lives about 2 hours from my QTH, described his KX1 as the full package: a complete 3 band (40/30/20M) KX1 with all of the items needed to get on the air (save batteries) in a Pelican 1060 Micro Case.

The KX1 I owned in the past was a four bander (80/40/30/20M) and I already double checked to make sure Elecraft still had a few of their 80/30 module kits available (they do!).  I do operate 80M in the field on occasion, but I really wanted the 80/30 module to get full use of the expanded HF receiver range which allows me to zero-beat broadcast stations and do a little SWLing while in the field.

The seller shipped the radio that same afternoon and I purchased it for $300 (plus shipping) based purely on his good word.

The KX1 package

I’ll admit, I was a bit nervous: I hadn’t asked all of the typical questions about dents/dings, if it smelled of cigarette smoke, and hadn’t even asked for photos. I just had a feeling it would all be good (but please, never follow my example here–I was drunk with excitement).

Here’s the photo I took after removing the Pelican case from the shipping box and opening it for the first time:

My jaw dropped.

The seller was right: everything I needed (and more!) was in the Pelican case with the KX1. Not only that, everything was labeled. An indication that the previous owner took pride in this little radio.

I don’t think the seller actually put this kit together. He bought it this way two years ago and I don’t think he ever even put it on the air based on his note to me. He sold the KX1 because he wasn’t using it.

I don’t know who the original owner was, but they did a fabulous job not only putting this field kit together, but also soldering/building the KX1. I hope the original owner reads this article sometime and steps forward.

You might note in the photo that there’s even a quick reference sheet, Morse Code reference sheet and QRP calling frequencies list attached to the Pelican’s lid inside. How clever!

I plan to replace the Morse Code sheet with a list of POTA and SOTA park/summit references and re-print the QRP calling frequencies sheet. But other than that, I’m leaving it all as-is. This might be the only time I’ve ever purchased a “package” transceiver and not modified it in some significant way.

Speaking of modifying: that 80/30 meter module? Glad I didn’t purchase one.

After putting the KX1 on a dummy load, I checked each band for output power. Band changes are made on the KX1 by pressing the “Band” button which cycles through the bands one-way. It started on 40 meters, then on to 30 meters, and 20 meters. All tested fine. Then I pressed the band button to return to 40 meters and the KX1 dived down to the 80 meter band!

Turns out, this is a four band KX1! Woo hoo! That saved me from having to purchase the $90 30/80M kit (although admittedly, I was looking forward to building it).

The only issue with the KX1 was that its paddles would only send “dit dah” from either side. I was able to fix this, though, by disassembling the paddles and fixing a short.

Although I’m currently in the process of testing the Icom IC-705, I’ve taken the KX1 along on a number of my park adventures and switched it out during band changes.

Indeed, my first two contacts were made using some nearly-depleted AA rechargeables on 30 meters: I worked a station in Iowa and one in Kansas with perhaps 1.5 watts of output power–not bad from North Carolina!

I’m super pleased to have the KX1 back in my field radio arsenal.

I name radios I plan to keep for the long-haul, so I dubbed this little KX1 “Ruby” after one of my favorite actresses, Barbara Stanwyck.

Look for Ruby and me on the air at a park or summit near you!

More field time with the new Icom IC-705 general coverage QRP transceiver

I’ve been using the Icom IC-705 pretty heavily since I took delivery of it a couple weeks ago.

The more time I spend with this radio, the more I like it.

Serious functionality and features

I originally stated that I’d probably sell the IC-705 after my review/evaluation period because it simply doesn’t have the design characteristics I like in a field QRP radio.

I tend to prefer simple field radios with a basic high-contrast LCD or analog display, and a protective cover over the display. I’m not personally the biggest fan of pressure sensitive touch screens in field applications.

Earlier this week, I stopped by Lake Norman State Park for a quick Parks On The Air (POTA) activation.

I wrote a field report on QRPer.com noting the fact that the IC-705 is a superb SSB transceiver. It truly is. I included a video showing the IC-705 as I worked a few stations on the 40 meter band, and another video demonstrating SSB memory keying (politely overlook the fact I had the rig set to LSB on 20 meters in that video–!).

Listening in

When I finish a park activation, I often spend a little time on the broadcast bands tuning around and enjoying the low-RFI setting.

At Lake Norman, I decided to make a short video highlighting the wide receiving range of the IC-705. The video only highlights a few bands–the IC-705 can actually receive from 0.030–199.999 MHz and 400.000–470.000 MHz.

The EFT-MTR end-fed antenna I had connected to the IC-705 that day was not ideal for reception above 15 MHz, but as you’ll see, it was adequate for a little radio fun. I was using the Emtech ZM-2 external antenna tuner that day because my mAT-705’s battery died.  I highly recommend the ZM-2 for shortwave listeners and QRPers alike because it makes it so easy to tweak wire antennas for optimal matching and reception. In the video, however, I left the tuner in the last matched configuration. This isn’t exactly a pro video, but I hope you’ll enjoy it anyway:

The Icom IC-705: A keeper

This transceiver is so versatile, I don’t think I can let go of it. I really appreciate the IC-705’s frequency versatility and excellent performance. With this compact rig, I can do some proper SWL DXing and possibly even FM and MW DXing.

As simple as it is, the built-in digital recorder clinches the deal.

The IC-705 is a pricey piece of kit at $1300 US, but I suspect Icom will lower the price or start offering rebates once the supply/demand curves normalize. At present, retailers are struggling to keep up with customer demand and most purchases are on back-order.

I’ve just closed the surveys for our IC-705 blind audio tests. The response was overwhelming and the results?  Well, you’ll soon find out. I hope to present all of the findings in a post within the next few days.

The perils of radio self-enabling…

So the SWLing Post has been online now for twelve years and during that time I’ve been accused of being a “radio enabler.” Of course, I’ve never counted just how many, but I’m guessing somewhere in the region of 115,900 times.

Truth is, radio love is infectious.

In the past, I’ve read reviews and articles about radios that have lead me down the path to making a purchase. Countless times.

Yesterday, though, I quite literally enabled myself.

It all started with the Elecraft KX1

I posted this article on QRPer.com where I listed four ham radio transceivers I regretted selling. The number one pick was the Elecraft KX1 QRP CW transceiver.

I owned the KX1 for years. It was my first CW-only transceiver and my fist backpack-friendly radio for proper lightweight, low-impact, field radio fun. I sold it in 2016 to help fund the purchase of my Elecraft KX2.

Besides simply admiring a radio that embraced the philosophy of “form following function,” the KX1 had features you wouldn’t expect in a radio so compact and so lightweight. For example…

SWL Band RX

Wayne Burdick (N6KR)–co-founder and engineer/designer at Elecraft–is a shortwave radio enthusiast.

The KX1 was designed so that while you’re camping, hiking, or activating a SOTA site, you can also do a little SWLing!

Even though the KX1 is a CW-only rig in transmit, they added both LSB and USB out-of-band reception. Depending on the KX1 band configuration, you can zero-beat broadcasters, widen the adjustable filter, and enjoy shortwave listening in the field.

When I owned the KX1, I did this quite often. Don’t get wrong: it couldn’t compete with, say, a dedicated shortwave receiver like the Tecsun PL-680, but it worked well enough that listening to even weaker stations was very doable. When one-bag travelling or camping, it was great to have one radio that could serve two functions.

To my knowledge, the KX1 is the only portable transceiver I know of that includes a built-in logging lamp.

I remember once operating the KX1 on the beach at Jekyll Island, GA one evening and using the lamp to illuminate my logging sheet. Good times…

Even though the KX1 is a small radio, it was one of the first field rigs to have top-mounted controls. All of the buttons, knobs, and pots are well-spaced and easy to access. I especially love the pots used for the RF Gain, Filter, and AF Gain–raised, thin, tactile stems, essentially, that could be easily adjusted even while wearing thick winter gloves.

In fact, the KX1 is the only portable radio I’ve ever operated that didn’t require me, at some point, to remove my gloves.

Insane amount of features

In true Elecraft fashion, the KX1 packs a ton of features specifically designed around field operation. Check out the features from their quick reference sheet above.

Here’s what happened

I published my article on QRPer.com and decided, on a whim, to see if there were any listings for the KX1 on QTH.com’s classifieds list via my QRP Transceiver shopping list.

One ham had a KX1 listed. It was nearly identical to the one I owned and even included the same Pelican case. The only difference was my KX1 sported 4 bands (80, 40, 30, and 20m)–this one only had three bands (40, 30, and 20). Not a big deal because typically when I’m hiking I do little operating on 80 meters. If I decide to add 80 meters, I may still be able to snag the appropriate kit module.

The listing had no price.

I called the seller–who turned out to be fairly local–and within an hour he came back with his offer: $300 for the entire kit plus true shipping costs. I thought that was a fair price, so I purchased it and he even shipped it same day.

Moral of the story?

Next time I make a post about radios I’ve regretted selling, trading, or giving away, I need to publish it, then slowly back away from the computer.

I’m not going to be too hard on myself this time, though: I’m truly looking forward to putting the KX1 back in rotation here at SWLing Post HQ.

Radio Signals from Mars (Spaceweather.com)

How close is Mars? Close enough for radio reception. On Oct. 4th, amateur radio operator Scott Tilley picked up a carrier wave from NASA’s Mars Reconnaissance Orbiter (MRO) circling the Red Planet. Turn up the volume and listen to the Martian Doppler shift:

Tilley is a leader in the field of satellite radio. Dead satellites, zombie satellites, spy satellites: He routinely finds and tracks them. “But this was a first for me,” he says. “A satellite around Mars!”

It’s not easy picking up radio signals from distant planets. NASA does it using the giant antennas of the Deep Space Network. Tilley uses a modest 60 cm dish in his backyard in Roberts Creek, BC. This week’s close encounter with Mars set the stage for his detection.

“MRO’s signal is weak, but it is one of the louder signals in Mars orbit,” says Tilley. “The spacecraft has a large dish antenna it uses as a relay for other Mars missions. With the proximity of Mars these days, it was the perfect time to try.”[]

Two More Astronauts Earn Amateur Radio Licenses (ARRL News)

Although the lockdown of Johnson Space Center (JSC) postponed amateur radio training and licensing over the past 7 months, NASA ISS Ham Project Coordinator Kenneth Ransom, N5VHO, was able to work with all of the new astronaut-class graduates, as well as offer some refresher courses with already-licensed astronauts. Licensed astronauts on the International Space Station (ISS) may operate the on-station ham radio equipment without restrictions.

Astronauts often participate in Amateur Radio on the International Space Station (ARISS) contacts with schools and groups on Earth.

NASA Astronaut Kayla Barron, who completed her introductory course in June and received basic ham radio operations training in late September, recently tested and received the call sign KI5LAL.

European Space Agency astronaut Matthias Maurer passed his amateur radio exam on July 30, and he got his basic ham operations training in July. He now is KI5KFH.

Astronauts Shane Kimbrough, KE5HOD, and Shannon Walker, KD5DXB, completed the refresher course earlier this year. Two other new astronauts are in the queue to take the Technician license exam. — Thanks to Rosalie White, K1STO[]

M17 Aims to replace proprietary ham radio protocols (Hackaday.io)

While M17 might sound like a new kind of automatic rifle (as actually, it is), we were referring to an open source project to create a ham radio transceiver. Instead of paraphrasing the project’s goals, we’ll simply quote them:

The goal here should be to kick the proprietary protocols off the airwaves, replace DMR, Fusion, D-Star, etc. To do that, it’s not just good enough to be open, it has to be legitimately competitive.

Like some other commercial protocols, M17 uses 4FSK along with error correction. The protocol allows for encryption, streaming, and the encoding of callsigns in messages. There are also provisions for framing IP packets to carry data. The protocol can handle voice and data in a point-to-point or broadcast topology.

On the hardware side, the TR-9 is a UHF handheld that can do FM voice or M17 with up to 3 watts out. The RF portion uses an ADF7021 chip which is specifically made to do 4FSK. There’s also an Arm CPU to handle the digital work.[]

Armed with a radio, Cambodian girl climbs tree to access education (SE Asia Globe)

When Cambodian schools closed due to Covid-19, poor internet access and a lack of minority language materials made distance learning in rural communities near impossible. But armed with a simple radio, children are rising above these obstacles to their education

Jumping down from the tree near her home, Srey Ka assumes her spot in the shade underneath as she adjusts the dials on her radio. Her pet piglet remains asleep at her feet, twitching his nose as he dreams, his belly full of leftover rice. Around her, cows meander by, their ringing bells competing with the sound of static from her radio.

While her school is still closed due to Covid-19 regulations, she still wears her Grade 3 uniform as she attempts to locate a signal. She’s listening out for distance learning programmes – six hours of educational radio broadcasts per week for children in Grades 1-3, some of which are in her ethnic minority language.

It was August and Srey Ka had just received a radio from international nonprofit Aide et Action, two weeks before her school reopened as pandemic measures eased in Cambodia in early September.

From the Phnong ethnic minority group, Srey Ka struggled to find learning resources in her language during school closures. Eager to cram as much as she can before returning to school, Srey Ka tied the antenna of her radio to the highest point of a tree to get the best reception. Even a clear radio signal is hard to come by in the small fishing village of Pun Thachea, located along a remote stretch of the Mekong river in Cambodia’s northeast Kratié province.[]
