[Australian] Radio stations blocked from Facebook (RadioInfo)

Facebook has carried out its threat to remove news posts from its platform in response to the Australian Government’s mandatory bargaining code for digital media giants.

In a Faceboook post William Easton, Managing Director, Facebook Australia & New Zealand said:

In response to Australia’s proposed new Media Bargaining law, Facebook will restrict publishers and people in Australia from sharing or viewing Australian and international news content.

The proposed law fundamentally misunderstands the relationship between our platform and publishers who use it to share news content. It has left us facing a stark choice: attempt to comply with a law that ignores the realities of this relationship, or stop allowing news content on our services in Australia. With a heavy heart, we are choosing the latter.

Facebook has deemed radio stations as news publishers, along with newspapers and tv stations.

A check of radio facebook sites this morning shows most no longer contain any new content, with a message saying “no posts yet” on each page. All previous content also seems to have also disappeared.

When we checked shared posts to radio websites, the links were broken.

Meet the boomers taking on the BBC and launching a radio station for their generation (The Telegraph)

Baby boomers have found themselves increasingly dismayed when tuning into BBC Radio 2, the station that used to be theirs of choice. Time was when Terry Wogan would greet them in the morning with music from the likes of the Rolling Stones, Elton John and Queen. But Wogan gave way to Chris Evans, who in turn has passed the mic to Zoe Ball. And with each generation, there has been a change in sensibility. This month, the logic behind the move emerged: Radio 2 is trying to target ‘Mood Mums’, lower-income women in their 30s.

“Their playlist is full of Dua Lipa and Ariana Grande,” says David Symonds, 77, who is, incidentally, my grandfather. “I don’t want to listen to Justin Bieber, thank you very much. There’s a gap in the market left by Radio 2 in its continuous pursuit of youth.”

He has never been one to hold his tongue and his criticisms of Radio 2 are biting. “It is now full of D-list TV celebs who know nothing about music at all,” he continues. “Rylan Clark-Neal, for f**** sake, was a contestant on The X Factor singing badly, and now he’s everywhere.”

Grandad has been out of the radio establishment for decades – he was one of the original Radio 1 DJs and helped launch Capital Radio, but left the UK in 1995 to set up his own stations in Cyprus (Limassol FM) and then France (The Roolz). Then he received a call from fellow radio veteran David Lloyd asking if he wanted to be one of the first presenters on a new British station: Boom Radio.[]

Ham Radio in Friedrichshafen, Germany, was canceled last year because of the pandemic. Organizers for Europe’s International Amateur Radio Exhibition this week expressed optimism that the 45th Ham Radio, sponsored by the Deutscher Amateur Radio Club (DARC), will be able to take place June 25 – 27.

“We are watching the situation closely, of course,” a message from Friedrichshafen Fairgrounds CEO Klaus Wellmann said. “At the moment, we are assuming that we will be able to hold Ham Radio in accordance with an extensive, tried-and-proven safety and hygiene concept and are looking forward to seeing everyone again at Europe’s most important trade fair for amateur radio.” []

A starry sky made of more than 25,000 supermassive black holes (Astron)

An international team of astronomers has produced the largest and sharpest map of the sky at ultra-low radio frequencies, using the Low Frequency Array (LOFAR) radio telescope. The map published in the journal Astronomy & Astrophysics reveals more than 25,000 active supermassive black holes in distant galaxies.

At a first glance, the map looks like an image of a starry night sky. However, the map is based on data taken by LOFAR and shows the sky in the radio band. Stars are almost invisible in the radio band, but instead black holes dominate the picture. With this map, astronomers seek to discover celestial objects that only emit waves at ultra-low radio frequencies. Such objects include diffuse matter in the large scale structure of the Universe, fading jets of plasma ejected by supermassive black holes, and exoplanets whose magnetic fields are interacting with their host stars. Albeit among the largest of its kind, the published map only shows two percent of the sky. The search for these exotic phenomena will continue for several years until a map of the entire northern sky will be completed.

The radio waves received by LOFAR and used for this work are up to six meters long which corresponds to a frequency of around 50 MHz. They are the longest radio waves ever used to observe such a wide area of the sky at this depth. “The map is the result of many years of work on incredibly difficult data. We had to invent new strategies to convert the radio signals into images of the sky, but we are proud to have opened this new window on our Universe.”, says Francesco de Gasperin, scientist at the Hamburg Observatory and leading author of the publication.

There is a reason why the Universe at these long radio wavelengths is almost uncharted: such observations are very challenging. The ionosphere, a layer of free electrons that surrounds the Earth, acts as a lens continuously moving over the radio telescope. The effect of the ionosphere can be compared to trying to see the world while being submerged in a swimming pool. Looking upwards, the waves on the water bend the light rays and distort the view. To account for ionospheric disturbances, the scientists used supercomputers and new algorithms to reconstruct its effect every four seconds over the course of 256 hours of observation.[]

China bans BBC World News from broadcasting (BBC News)

China has banned BBC World News from broadcasting in the country, its television and radio regulator announced on Thursday.

China has criticised the BBC for its reporting on coronavirus and the persecution of ethnic minority Uighurs.

The BBC said it was “disappointed” by the decision.

It follows British media regulator Ofcom revoking state broadcaster China Global Television Network’s (CGTN) licence to broadcast in the UK.

Separately, the broadcaster Radio Television Hong Kong (RTHK) said it would stop relaying BBC World Service programming in the region, prompting condemnation from the BBC.

China’s State Film, TV and Radio Administration said that BBC World News reports about China were found to “seriously violate” broadcast guidelines, including “the requirement that news should be truthful and fair” and not “harm China’s national interests”.

It said that the BBC’s application to air for another year would not be accepted.

The BBC said in a statement: “We are disappointed that the Chinese authorities have decided to take this course of action. The BBC is the world’s most trusted international news broadcaster and reports on stories from around the world fairly, impartially and without fear or favour.”[]

In Our Time: The Invention of Radio (BBC Sounds)

Melvyn Bragg and his guests discuss the invention of radio. In the early 1860s the Scottish physicist James Clerk Maxwell derived four equations which together describe the behaviour of electricity and magnetism. They predicted the existence of a previously unknown phenomenon: electromagnetic waves. These waves were first observed in the early 1880s, and over the next two decades a succession of scientists and engineers built increasingly elaborate devices to produce and detect them. Eventually this gave birth to a new technology: radio. The Italian Guglielmo Marconi is commonly described as the father of radio – but many other figures were involved in its development, and it was not him but a Canadian, Reginald Fessenden, who first succeeded in transmitting speech over the airwaves.

World Radio Day 2021: Radio creates diversity and connects people

World Radio Day will be announced by UNESCO for the tenth time on February 13th and once again refers to how important radio is for society and why it connects people.

Time to celebrate: UNESCO has proclaimed World Radio Day for the tenth time. In Germany, radio has been the everyday companion of people for a hundred years and, more than ever, radio is the medium of the hour. So this jubilee round provides many good reasons to pause and ask what radio means for each individual, society and the world. Radio itself does not take a break, it is on the air – every day and around the clock. Radio informs, entertains and offers a variety of programs, opinions and content. As a matter of course – and yet so indispensable – radio, both large and small, is the vital voice of people and for people.

At the global level, radio remains the most widely consumed medium

The world is changing rapidly. Social and political processes are becoming more dynamic due to new technologies, the communication network is getting faster and bigger and the challenges are becoming more important. In these processes, radio not only offers diversity, classification and orientation, but is also an integral part of opinion-forming because it is the platform for democratic discourse. This unique ability to reach a wide audience means radio can shape a society through diversity and is the place for those who want to speak up.

100 years of radio in Germany

In Germany, the medium for the ears and the head cinema is celebrating its centenary this year. The innovative strength of the medium and the trust base with listeners that has grown over the decades make it possible for radio to be the medium of the hour more than ever. It is the last mass medium and at the same time can digitally reach everyone with the entire range of offers. Radio is at eye level with people – both in terms of content and technology. Because just as society and people’s everyday lives have changed dramatically, so too have listening habits and content. What remains, however, is the great art of putting complex topics into understandable words and giving diversity a voice.

“Today we are experiencing that the world is changing rapidly. We face major challenges when I think of climate change, the current corona pandemic or the debates on racism, for example. The task of radio here is to inform and classify. To make the soft tones heard and to reflect the diversity of opinions, ”says Grit Leithäuser, Managing Director of Radiozentrale. “But the most important thing is to act at eye level with the listeners. This grown connection and mutual trust are something for both sides that one should be aware of and that it has to be preserved every day. Then, in a hundred years, radio will be the medium for people who listen on whatever technical route, in order to learn from one another and to live diversity. ”

World Radio Day was first proclaimed by UNESCO in 2012 and this year it has the motto: “New World, New Radio”. At the suggestion of Spain, the General Conference of UNESCO initiated World Radio Day in memory of the founding of United Nations Radio on February 13, 1946. The aim of the day is to make the public and the media more aware of the importance of radio, to the decision-makers Encourage information to be established and made accessible through the radio.

The generic initiative Radiozentrale sees itself as a common platform for public and private radio stations as well as generic companies in the radio industry. A “Perfect Coronal Mass Ejection” Could Be a Nightmare (ARRL News)

A new study in the research journal Space Weather considers what might happen if a worst-case coronal mass ejection (CME) hit Earth — a “perfect solar storm,” if you will.

In 2014, Bruce Tsurutani of Jet Propulsion Laboratory (JPL) and Gurbax Lakhina of the Indian Institute of Geomagnetism introduced the “perfect CME.” It could create a magnetic storm with intensity up to the saturation limit, a value greater than the Carrington Event of 1859, the researchers said. Many other spaceweather effects would not be limited by saturation effects, however. The interplanetary shock would arrive at Earth within about 12 hours, the shock impingement onto the magnetosphere would create a sudden impulse of around 234 nanoteslas (nT), and the magnetic pulse duration in the magnetosphere would be about 22 seconds. Orbiting satellites would be exposed to “extreme levels of flare and interplanetary CME (ICME) shock-accelerated particle radiation,” they said. The event would follow an initial CME that would “clear the path in front of it, allowing the storm cloud to hit Earth with maximum force.”

The Solar and Heliospheric Observatory (SOHO) has observed CMEs leaving the sun at speeds of up to 3,000 kilometers per second, and many instances of one CME clearing the way for another have been recorded.

The CME’s 12-hour travel time would allow little margin for preparation. The CME would hit Earth’s magnetosphere at 45 times the local speed of sound, and the resulting geomagnetic storm could be as much as twice as strong as the Carrington Event. Power grids, GPS, and other services could experience significant outages.

More recent research led by physicist Dan Welling of the University of Texas at Arlington took a fresh look at Tsurutani and Lakhina’s “perfect CME,” and given improvements in spaceweather modeling, he was able to reach new conclusions.

Welling’s team found that geomagnetic disturbances in response to a perfect CME could be 10 times stronger than Tsurutani and Lakhina had calculated, especially at latitudes above 45 to 50 °. “[Our results] exceed values observed during many past extreme events, including the March 1989 storm that brought down the Hydro-Québec power grid in eastern Canada, the May 1921 railroad storm, and the Carrington Event itself,” Welling summarized.

A key result of the new study is how the CME would distort and compress Earth’s magnetosphere. The strike would push the magnetopause down until it’s only 2 Earth-radii above Earth’s surface. Satellites in Earth orbit would suddenly find themselves exposed to a hail of energetic, and potentially damaging, charged particles.

Other research has indicated that phenomena such as the Carrington Event may not be as rare as once thought. A much weaker magnetic storm brought down the Canadian Hydro?Québec system in 1989.

Scientists believe a perfect CME will happen someday. As Welling et al conclude, “Further exploring and preparing for such extreme activity is important to mitigate spaceweather-related catastrophes.”

In July 2012, NASA and European spacecraft watched an extreme solar storm erupt from the sun and narrowly miss Earth. “If it had hit, we would still be picking up the pieces,” said Daniel Baker of the University of Colorado at a NOAA Space Weather Workshop 2 years later. “It might have been stronger than the Carrington Event itself.”

FCC To Auction Off 140 Radio Stations (Radio Ink)

The FCC has announced that on July 27th an auction will be held for 136 FM construction permits and 4 AM’s. In this auction, the 130 FM permits that were previously included in the March 2020 auction, that had to be canceled due to COVID, will be included plus an additional 6 permits. Anyone who applied for stations in the planned 2020 auction must reapply. All applications for the previous auction have been dismissed.

The Commission is proposing a simultaneous multiple-round auction format. This type of auction offers every construction permit for bid at the same time and consists of successive bidding rounds in which qualified bidders may place bids on individual construction permits. Typically, bidding remains open on all construction permits until bidding stops on every construction permit.

Why There’s More Music on AM Now (Radio Survivor)

A number of months ago I was scanning around the AM dial late in the evening from my Portland, Oregon abode. I stumbled upon a station playing hard rock, which I thought to be an unusual find. As the AM dial has become mostly the domain of conservative and sports talk, I rarely encounter music that isn’t a bumper or part of some leased-time foreign-language programming.

In fact, at first I thought perhaps the music was a lead-in to just another talk show, but eventually I heard a full set of three songs. The station identified itself as “The Bear,” but curiously gave an FM frequency, not one on the AM dial.

An internet search the next day confirmed that “the Bear” is indeed an active rock formatted station located in Merced, California. Its logo features 105.7 FM prominently, with the 1660 AM frequency tucked in the corner. Yet, the AM signal is actually the primary one – the FM is a 250 watt repeater (translator) station.

Now, AM stations have been permitted to get FM translators for a few years now as part of the FCC’s so-called “AM revitalization” initiative. But mostly I’ve heard sports and news/talk stations get repeated on FM.

I filed away this experience in memory, but kind of considered it a one-off. That was until my recent vacation in the Wallowa Mountains of Northeastern Oregon. Stowed away and social distancing in a mountainside cabin with limited internet and no cable, I spent quite a bit of time scanning the AM and shortwave bands in search of interesting sounds. Successful Test Paves Way for New Planetary Radar (NRAO)

The National Science Foundation’s Green Bank Observatory (GBO) and National Radio Astronomy Observatory (NRAO), and Raytheon Intelligence & Space conducted a test in November to prove that a new radio telescope system can capture high-resolution images in near-Earth space.

GBO’s Green Bank Telescope (GBT) in West Virginia — the world’s largest fully steerable radio telescope — was outfitted with a new transmitter developed by Raytheon Intelligence & Space, allowing it to transmit a radar signal into space. The NRAO’s continent-wide Very Long Baseline Array (VLBA) received the reflected signal and produced images of the Apollo 15 moon landing site.

The proof-of-concept test, culminating a two-year effort, paves the way for designing a more powerful transmitter for the telescope. More power will allow enhanced detection and imaging of small objects passing by the Earth, moons orbiting around other planets and other debris in the Solar System.

The technology was developed as part of a cooperative research and development agreement between NRAO, GBO, and Raytheon.

“This project opens a whole new range of capabilities for both NRAO and GBO,” said Tony Beasley, director of the National Radio Astronomy Observatory and vice president for Radio Astronomy at Associated Universities, Inc. (AUI). “We’ve participated before in important radar studies of the Solar System, but turning the GBT into a steerable planetary radar transmitter will greatly expand our ability to pursue intriguing new lines of research.”

Using the information collected with this latest test, the participants will finalize a plan to develop a 500-kilowatt, high-power radar system that can image objects in the Solar System with unprecedented detail and sensitivity. The increased performance also will allow astronomers to use radar signals as far away as the orbits of Uranus and Neptune, increasing our understanding of the Solar System.

“The planned system will be a leap forward in radar science, allowing access to never before seen features of the Solar System from right here on Earth,” said Karen O’Neil, the Green Bank Observatory site director.

“Raytheon’s radar techniques could ultimately improve our ability to explore the Solar System,” said Steven Wilkinson, Principal Engineering Fellow at Raytheon Intelligence & Space. “Working with the astronomy community allows us to apply decades of radar know-how to a project that provides high-resolution images of near-Earth objects.”

“We are excited to be partnering with Raytheon and applying their radar expertise to transform our observatories’ telescopes in new science areas,” said AUI President Adam Cohen.

The National Radio Astronomy Observatory and the Green Bank Observatory are facilities of the National Science Foundation, operated under cooperative agreement by Associated Universities, Inc.[]

Deep Space Network upgrades and new antennas increase vital communication capabilities (NASA)

NASA’s Deep Space Network, commonly referred to as the DSN, has welcomed a new dish, Deep Space Station 56, to its family of powerful ground listening stations around the world.

The now-operational 34-meter antenna joins the network’s Madrid Deep Space Communications Complex located 60 kilometers west of Madrid, Spain while other dishes within the network undergo critical upgrades.

The new dish is part of an ongoing series of enhancements to the DSN, which traces its roots back to January 1958 when the U.S. Army’s Jet Propulsion Lab was tasked with standing up a series of communications stations in Nigeria, Singapore, and the U.S. state of California to support orbital telemetry operations for the Explorer 1 mission.

This precursor to the Deep Space Network was transferred to NASA along with the Jet Propulsion Lab on 3 December 1958. The DSN was then formally commissioned by the U.S. space agency as a way to consolidate the pending deep space communication needs through centralized locations to avoid each mission having to create its own ground listening station(s).

The three Deep Space Network ground locations are spaced roughly 120 degrees from each other in Canberra, Australia; Goldstone, California; and Madrid, Spain. The location of the three facilities ensures deep space missions with a line of sight to Earth can communicate with at least one of the locations at any time.

Updates throughout the decades have increased the network’s capabilities, most notably for the two Voyager probes that continue to operate and send back science data having both long-passed out of the heliosphere and into the interstellar medium.

The network, nonetheless, is showing its age, with upgrades and refurbishments needed to ensure continuous operations. Part of this initiative is the recent addition of the new dish, Deep Space Station 56 (DSS-56), at the Madrid complex.

“After the lengthy process of commissioning, the DSN’s most-capable 34-meter antenna is now talking with our spacecraft,” said Bradford Arnold, DSN project manager at the Jet Propulsion Laboratory.[]

President Biden Taps Commissioner Jessica Rosenworcel as Acting FCC Chair (ARRL News)

President Joseph Biden this week designated FCC Commissioner Jessica Rosenworcel as acting chair of the FCC. She succeeds, at least temporarily, former FCC chair Ajit Pai, who resigned effective on January 20.

“I am honored to be designated as the Acting Chairwoman of the Federal Communications Commission by President Biden,” Rosenworcel said in a statement. “I thank the President for the opportunity to lead an agency with such a vital mission and talented staff. It is a privilege to serve the American people and work on their behalf to expand the reach of communications opportunity in the digital age.”

Prior to joining the FCC, she served as Senior Communications Counsel for the United States Senate Committee on Commerce, Science, and Transportation. Before entering public service, she practiced communications law in Washington, DC.

The newest FCC commissioner, Nathan Simington, a Republican appointee, said Rosenworcel “brings deep knowledge and experience and highly informed judgment to her new position,” and he expressed appreciation that the Biden Administration acted promptly to establish FCC leadership by “selecting such a distinguished public servant for this vital role.

Fellow Democrat Geoffrey Starks said Rosenworcel “has been a passionate advocate for bringing the benefits of broadband to all Americans — particularly our children.” He said her designation as acting chair “comes at a critical juncture for the Commission, as COVID-19 has made bold action to end internet inequality more vital than ever.”

The Commission’s other Democratic appointee, Brendan Carr, called Rosenworcel “a talented and dedicated public servant, as evidenced by her 8 years of distinguished service on the FCC.”

On Twitter, Rosenworcel said, “The future belongs to the connected,” and she described herself as an “impatient optimist, mom, wife, [and] inveterate coffee drinker.”[]

Ludwig Koch and the Music of Nature (BBC Radio 4)

Ludwig Koch was once as famous as David Attenborough, as pioneering as ‘Blue Planet’ and as important as the BBC Natural History Unit. They all owe their existence to this German refugee who first recorded the music of nature. Through his archive and new field recordings the poet Sean Street tells the story of Ludwig Koch.

When Sean Street was recording in a store-room at the Science Museum for a Radio 4 archive programme he came across a grey crate, stencilled, as if it belonged to a band on tour, with KOCH on it. This was the disc-cutting machine which Ludwig Koch used for a decade to make the recordings of birds, mammals and insects that led to a new field of study, of broadcasting and the creation of the BBC’s Natural History Unit.

Sean and his producer then began investigating and discovered that Koch made the first ever wildlife recording, of a bird, when he was eight, in 1889 – and that it still exists in the BBC’s archives.

Koch was an effusive man and this led to several confrontations with Nazi officials, whom he despised. There is an extraordinary recording of him telling the story of a Berliner whose bullfinch sang ‘The Internationale’. He was carted off to prison and the bird ‘executed’. “Under dictatorship,” Koch observed, “even songbirds suffer”. He came to England, worked with Julian Huxley on theories of animal language, and recorded birds from the Scillies to Shetland.

In 1940 he joined the BBC and soon became a household name, beloved of comedians (there’s a great sketch by Peter Sellers parodying him at work) because of his resolute pronunciation of English as if it were German.

As well as being wonderful radio in itself his work was of great significance. It inspired producer Desmond Hawkins to start ‘The Naturalist’, (using Koch’s enchanting recording of a curlew as its signature tune). Sean Street uses his recordings and contributions of those who worked with him in what becomes a natural history programme in itself, with Koch the subject and Sean exploring his habits and habitat.

There is also an attempt to record curlews as he did so successfully, to shed light on the achievements of this courageous, influential and loveable genius. Today sound-recordists use tiny digital machines and sophisticated microphones. But there are other problems – traffic, planes, people – and fewer, shyer curlews.

Digital Radio Mondiale in Focus in India (Radio World)

Right from the beginning of 2021, Prasar Bharati, the public radio and TV broadcaster of India, has put its cards on the table. First it clarified that no AIR station was being closed anywhere in any state, a rumor that had made the media rounds in India.

Prasar Bharati has further announced that it is moving ahead with its plans to strengthen All India Radio, expanding its network with more than 100 new FM radio transmitters across India.

The AIR Network already comprises a few hundred stations and several hundred radio transmitters in one of the world’s largest public service broadcasting networks that operates on multiple terrestrial, satellite and internet platforms.

Prasar Bharati is also moving ahead with its plans to introduce digital terrestrial radio in India. According to the Indian broadcaster, select AIR channels are already available through digital DRM technology to listeners in many cities/regions. They can experience the power of DRM through a choice of multiple radio channels available on a single radio frequency in digital mode. These include AIR News 24×7 dedicated to news and current affairs, AIR Raagam 24×7 dedicated to classical music, apart from local/regional radio services and Live Sports.

According to Prasar Bharati AIR is in an advanced stage of testing digital technology options for FM radio, and a standard will be announced soon to herald the rollout of digital FM radio in India.

Already in 2020 AIR had introduced nonstop pure DRM transmissions with three services or programs on one frequency in four key metros: Mumbai 100 kW (1044 kHz), Kolkata 100 kW (1008 kHz), Chennai 20 kW (783 kHz) and New Delhi 20 kW (1368 kHz).[]

Defined By Scandal At Voice of America, CEO Resigns At Biden’s Request (NPR)

Michael Pack resigned Wednesday as the CEO of the federal agency over the Voice of America and other federally funded international broadcasters after a turbulent seven-month tenure. He leaves the U.S. Agency for Global Media with a Trumpian legacy of ideological strife, lawsuits and scandal, his departure effective just two hours after the swearing-in of President Biden, who requested him to leave.

Biden has named senior VOA news executive Kelu Chao as acting CEO.

Pack came to lead the U.S. Agency for Global Media with the support of former President Donald Trump; his appointment was delayed more than two years in the U.S. Senate by lawmakers who feared he was too ideological and also who questioned his finances. The soft-spoken conservative documentary maker proved to be an ideological warrior in the mold of his patron, taking to one conservative news outlet after another to denounce his own staff, all in the name of fairness.

In his resignation letter, Pack said he was “solely focused upon reorienting the agency toward its missions.” And he attacked the request for his resignation as “a partisan act,” saying the leadership of the agency and its networks “is meant to be non-partisan, untethered to alternations in the political regime.”

He added, “I had no political agenda coming into USAGM, and I still do not have one.”

NPR conducted scores of interviews over the controversies Pack’s actions engendered. And few at the agency or its broadcasters agreed with Pack’s characterization of his mission or performance, instead characterizing him as seeking political control over their coverage. Just last week, a VOA reporter’s insistent questions to then-Secretary of State Mike Pompeo and VOA Director Robert R. Reilly over the siege on Congress after a public event led to her demotion and an investigation.

Pack routinely accused journalists of anti-Trump bias, sought to fire top executives as part of a “deep state,” ominously accused the networks of being receptive to foreign spies and denied requests for visa extensions from his own staffers who are foreign nationals.[]

FCC Issues Enforcement Advisory: Radio Users Reminded Not to Use Radios in Crimes (ARRL News)

WARNING: AMATEUR AND PERSONAL RADIO SERVICES LICENSEES AND OPERATORS MAY NOT USE RADIO EQUIPMENT TO COMMIT OR FACILITATE CRIMINAL ACTS

The Enforcement Bureau (Bureau) of the Federal Communications Commission issues this Enforcement Advisory to remind licensees in the Amateur Radio Service, as well as licensees and operators in the Personal Radio Services, that the Commission prohibits the use of radios in those services to commit or facilitate criminal acts.

The Bureau has become aware of discussions on social media platforms suggesting that certain radio services regulated by the Commission may be an alternative to social media platforms for groups to communicate and coordinate future activities. The Bureau recognizes that these services can be used for a wide range of permitted purposes, including speech that is protected under the First Amendment of the U.S. Constitution. Amateur and Personal Radio Services, however, may not be used to commit or facilitate crimes.

Specifically, the Bureau reminds amateur licensees that they are prohibited from transmitting “communications intended to facilitate a criminal act” or “messages encoded for the purpose of obscuring their meaning.” 47 CFR § 97.113(a)(4).

Likewise, individuals operating radios in the Personal Radio Services, a category that includes Citizens Band radios, Family Radio Service walkie-talkies, and General Mobile Radio Service, are prohibited from using those radios “in connection with any activity which is against Federal, State or local law.” 47 CFR § 95.333(a).

Individuals using radios in the Amateur or Personal Radio Services in this manner may be subject to severe penalties, including significant fines, seizure of the offending equipment, and, in some cases, criminal prosecution. 47 U.S.C. §§ 401, 501, 503, 510.

The transmissions are part of the Moscow Aviation Institute SSTV experiment (MAI-75).

TV Detector Vans Once Prowled The Streets Of England (Hackaday)

The United Kingdom is somewhat unique in the world for requiring those households which view broadcast television to purchase a licence for the privilege.

Initially coming into being with the Wireless Telegraphy Act in 1923, the licence was required for anyone receiving broadcast radio, before being expanded to cover television in 1946. The funds generated from this endeavour are used as the primary funding for the British Broadcasting Corporation.

Of course, it’s all well and good to require a licence, but without some manner of enforcement, the measure doesn’t have any teeth. Among other measures, the BBC have gone as far as employing special vans to hunt down illegally operating televisions and protect its precious income.

THE VAN IS COMING FOR YOU

To ensure a regular income, the BBC runs enforcement operations under the TV Licencing trade name, the entity which is responsible for administering the system. Records are kept of licences and their expiry dates, and investigations are made into households suspected of owning a television who have not paid the requisite fees. To encourage compliance, TV Licencing regularly sends sternly worded letters to those who have let their licence lapse or have not purchased one. In the event this fails, they may arrange a visit from enforcement officers. These officers aren’t empowered to forcibly enter homes, so in the event a homeowner declines to cooperate with an investigation, TV Licencing will apply for a search warrant. This may be on the basis of evidence such as a satellite dish or antenna spotted on the roof of a dwelling, or a remote spied on a couch cushion through a window.[]

Blocked from social media, extremists discuss turning to radios to plan attacks, FCC warns (CNN Business)

The US government is warning that groups could rely on radio equipment as an alternative to social media to plan future criminal activities.

In a stark warning Sunday, the Federal Communications Commission’s enforcement bureau said people coordinating or conducting criminal activity over radio waves are breaking the law.

“The Bureau has become aware of discussions on social media platforms suggesting that certain radio services regulated by the Commission may be an alternative to social media platforms for groups to communicate and coordinate future activities,” the FCC said in its warning Sunday. “Individuals using radios in the Amateur or Personal Radio Services in this manner may be subject to severe penalties, including significant fines, seizure of the offending equipment, and, in some cases, criminal prosecution.”

The FCC licenses certain signals for people to broadcast over radio waves. Those messages are generally protected by the US Constitution’s First Amendment. But the FCC reminded radio licensees and operators that it is prohibited to transmit “communications intended to facilitate a criminal act.” People are also not allowed to encode their messages to obscure their meaning from law enforcement.

The laws governing airwaves apply to amateurs broadcasting with personal ham radios, which can reach long distances. But they also apply to people using Citizens Band (CB) radios commonly used for communication between truckers — or even walkie-talkies.

In the wake of the January 6 Capitol riots, Facebook (FB), Twitter (TWTR) and other mainstream social networks have become more vigilant about policing people who use their platforms to plan or incite attacks. They have booted off several high-profile radicals and thousands of groups and users who the platforms say engage in harmful conspiracy theories and other violence or hate speech.[]

ARRL on the Purpose of Amateur Radio (ARRL News)

For over 100 years amateur radio and ARRL — the National Association for Amateur Radio® — have stood for the development of the science and art of communications, public service, and the enhancement of international goodwill. Amateur Radio’s long history and service to the public has solidified the well-earned reputation that “Amateur Radio saves lives.”

Amateur Radio Operators, due to their history of public service, their training, and the requirement that they be licensed by the FCC have earned their status as a component of critical communications infrastructure and as a reliable resource “when all else fails.”

Amateur Radio is about development of communications and responsible public service. Its misuse is inconsistent with its history of service and its statutory charter. ARRL does not support its misuse for purposes inconsistent with these values and purposes.[]

Historic Radio Tirana Building Looks Set to Be Demolished (Exit News)

The doors and windows of the historic Radio Tirana building were removed in the middle of the night during the weekend, while Albanians stayed inside due to heavy rains.

The Villa is a second category monument and was the first media institution in the country. It was built in 1938 by the Kollciu family as a house for two of the brothers. Completely symmetrical in its design and layout, it was built in the Italian neoclassical style that was popular at the time.

It was later seized under the order of King Zog and was the base for Radio Tirana until 1965. It was then used by the Institute of Anthropology and Art until the previous owners took it back. It has since been left to decay and is in a bad state of disrepair.

It stands over four floors including a basement. It features two main entrances, columns, a hallway with marble tiles, wooden framed windows and metallic balustrades.

As it was abandoned, a few members of the Roma community were living there.

Despite it being a cultural monument, the removal of these fixtures signals that demolition could be imminent. It lies just off Rruga Kavajaes and occupies prime Tirana real estate.[]

There’s no denying Bob Cooke’s passion for radio. The Lower Sackville man used to work in the business back in the mid-1970s and now, it’s likely he has the largest collection of radio gear in Canada. CBC’s Colleen Jones reports.
